Is this coin legitimate tender? Why are Mexicans rumored to be using them as currency? Are they being struck in a federal facility?

    Well it seems that this is only a novelty coin.
    Whether it is being used as currency is unlikely, in what I’ve found, but is more than likely only for the silver content (gold as well).
